Andre Greyling will share how the Hong Kong Hospital Authority achieved success in the development, implementation and meaningful use of IT enabled solutions by the 32,000 clinical workers and 20,000 supporting staff enterprise-wide, with improved efficiency, effectiveness and safety of patient care delivery to 8,000,000 citizens in all care settings, resulting in better health quality outcomes at a lower cost as compare with most developed countries.

Andre Greyling Chief Information Officer Hong Kong Hospital Authority Andre Greyling is the Chief Information Officer of the Hong Kong Hospital Authority, a leading user of Information Technology by all 30,000 clinical workers in delivering patient care to 8 million citizens in 40 hospitals and 150 clinics. His team is also currently developing and implementing the Hong Kong Government’s Territory-wide Electronic Health Record Sharing Initiative. His prior roles in the public sector in Australia were as the first Executive CIO for the South Australian Health Commission and the Project Director for the State-wide HBCIS Project in Queensland Health. Andre also worked in the Private Sector in various Health IT roles for IBM, Baxter Healthcare, CSC Healthcare and Per-Se Technologies. |

The Johns Hopkins Hospital has focused its Health Care Information Technology strategy to ensure that its mission of world class patient care, medical research, and medical education are fully met. It has successfully invested in systems to enhance patient safety, clinical efficiency, administrative effectiveness, financial management, and quality outcomes measures. The presentation will provide insight into the evolution of HIT at Johns Hopkins, keys to effective HIT management, lessons learned, future plans, and recommendations for success.

Steven F. Mandell, MS MLA Senior Director, Clinical Information Systems Professor, Health Science Informatics The Johns Hopkins Hospital and School of Medicine Steven F. Mandell is the Senior Director for Clinical Information Systems at the Johns Hopkins Health System, and is a Professor in the Division of Health Science Informatics. He is the leader of strategic planning for clinical information systems at Johns Hopkins, with an emphasis on patient safety, clinical process improvement, and the introduction of new technologies. He has published many articles on clinical computing, lectured widely, and most recently was Associate Editor of Aspects of the Computer-Based Patient Record, Springer-Verlag Publishers, 2006. Steven holds a B.A. from Michigan State University, Masters Degrees from the Johns Hopkins University (M.L.A.) and the American University (M.S.), and completed his doctoral studies at the University of Maryland at Baltimore. |

Chong Yoke Sin, PhD CPHIMS Chief Executive Officer Integrated Health Information Systems (IHiS) Dr Chong Yoke Sin is the CEO of IHiS, a wholly-owned subsidiary of the Ministry of Health Holdings Group. She was previously the CEO of the National Computer Systems (NCS) and was instrumental in its growth as a regional IT company with businesses in China, Australia, Middle East and South East Asia. Dr Chong is a Board member of the Health Sciences Authority of Singapore, Deputy Chairman of Ngee Ann Polytechnic School of InfoComm Technology Advisory Committee and member of the Institute of Systems Science Advisory Board, and a member of e-Government Masterplanning Supervisory Committee. Dr Chong holds a BSc Hons and PhD (Chemistry) from the National University of Singapore. She is a certified Healthcare Informatics Management Professional (CPHIMS). |

China Hospital Innovation Success Stories
Self-developing a digital hospital – Ruijin Hospital’s HIT development and future direction
Ruijin Hospital is using the self-developed model to build our IT infrastructure and applications. Currently Ruijin has self developed 40 applications and 235 modules on five digital platforms. They are health service work flow platform, medical equipment platform, health service platform, hospital management platform and medical resources exchange platform. Ruijin has been selected by the Ministry of Health as one of the top 20 digital hospital demonstration sites in China. With the new healthcare reform, Ruijin will focus its future IT efforts on intelligent EMR, performance assessment analytics, and regional health network.

Dr Kejian Yuan, MD Vice President Shanghai Ruijin Hospital Dr. Yuan Kejian is the vice president of Ruijin Hospital and is in charge of medical affairs. Prior to that, he served as the vice director and director of the Medical Affairs Department of Ruijin Hospital, Director of Hospital Administrative Department of Shanghai Jiaotong University Medical School. Dr Changxiao Jing, MD MPA Vice President Peking University Third Hospital Dr Jin Changxiao is the Vice President of PKU Third Hospital. He is in charge of hospital operation and hospital IT. Since 2003, Dr Jin has been managing the hospital IT efforts. He has led an IT strategic planning and developed a road map. In the past 6 years, PKU Third Hospital has implemented a variety of hospital management information system, including financial management, patient management, pharmacy management, health insurance management and office automation system. Regarding the clinical information system, they are further improving the ancillary information system and developing the enterprise wise PACS system. The current focus is physician workstation and EMR system. Dr Jin graduated from PKU Medical University. He was a visiting scholar at Texas Tech University from 2000-2001. He has a MPA from Peking University and will be expected to receive his PhD degree in management from PKU School of Government. |

Hospital IT – a Tool for Better Management
With the Hospital IT development, China Medical University’s Affiliated Shengjing Hospital has developed a digital hospital with a EMR system. The information systems supports the monitoring of the whole medical service work flow, improves patients safety and provides a better support for work process improvement, clinical pathway and DRG management. Dr Guo’s speech will describe how China Medical University’s Affiliated Shengjing Hospital has used IT to bring benefits in the hospital management and operation.

Dr Qiyong Guo, MD President China Medical University Affiliated Shengjing Hospital Dr Guo Qiyong is the President of China Medical University Affiliated Shengjing Hospital. He is also the Director of Radiology Department in the hospital, as well as the department head of Radiology at the China Medical University. He is a well known scholar in radiology. He is the chief committee member of Chinese Society of Radiology, Chair of Radiology Doctor Subcommittee of the Chinese Medical Doctor Association. He is also the Chief Editor for the “Journal of China Clinic Medical Imaging” and the Vice Chief Editor for the “Chinese Journal of Radiology”. |
